Muara Port Official attends IVLP in the U.S.

B.S.B – Muara Port Facility Security officer Mr. Zainal bin Haji Dullah left for the United States yesterday to attend an International Visitor Leadership Program entitled ‘ASEAN: Protecting Ports and Sea Lanes for Trade and National Security’. The three week program is scheduled to begin on October 20 and end on November 10, 2007.
The IVLP program is an all expense paid trip supported by the U.S. Department of State. Participants on the program are nominated through the U.S. Embassy in Brunei. Zainal will be joining other participants from the region including Australia, Cambodia, Indonesia, Malaysia, Taiwan, Thailand and Vietnam. The program aims to address various port and maritime security issues enabling participants to learn about:
U.S. approaches to port and maritime security,
Security issues and operations at American ports to include container and break-bulk operations, and in operations of passenger ferries
Interaction between federal, state and local security agencies in addressing port security requirements
Perspectives of U.S authorities on International Ship and Port Security(ISP) and International Safety Maritime(ISM) code provisions and requirements
Responsibilities and authority of U.S. Coast Guard in securing ports and domestic waterways, including interaction with other government agencies, port authorities, and individuals or organizations involved in maritime commerce;
Perspectives of shippers, port authorities and consumers on port and sea-lane security, including impact of Container Security Initiative and other measures on facility operations;
U.S. policies in ASEAN region concerning port and sea-lane security;
Role and activities of U.S. Navy as partners with ASEAN members in protecting regional sea lanes;
Operations of federal and state maritime training academies; and
Current issues in personnel management and training, and container and supply-chain
management.
The program will take place in five different U.S. cities which are Washington D.C., New York, Michigan, California and Hawaii addressing each of the themes. Throughout the program, participants will also have an opportunity to visit cultural events and experience home hospitality with American families.
